If any common people need any help means they will be suffers lot, because there is no staff to fulfill the public needs. This video is not tells about the electricity office only many of the government department is like this only around Devakottai. When lunch hour all the personnel moved from work place they don’t appoint any person for take charge when they go out of work station. 
Then it shows the personnel duty they will taken class and create awareness to the public to save power but no one had responsibility  to save electricity in their office. The fans and tube light are working condition the staff are not take responsibility to switch off the fans and lights. So this video creates to the government higher officers to rectify the irresponsibility work.
